The composer of this march, Captain and Band Conductor Vicente Mazzocco (Italy 1857-Argentina 1936), originally called it Congreso Argentino (Argentine Congress) and later Punta Congreso (Congress Point), after a geographical feature located close to Bahía Blanca, a city where the author served in the Coastal Artillery Regiment.
This attractive musical piece was awarded medals and diplomas in the following exhibitions: Saint Louis, U.S.A., 1904; Torino, Italy, 1911; Rome, Italy, 1912; Gantt, Belgium, 1913 and San Francisco, U.S.A., in 1915.
